The European Partnership on Transforming Health and Care Systems (THCS) aims to support the transition towards more sustainable, resilient, innovative and high-quality people-centred health and care systems by pooling resources to tackle future health challenges.

THCS is a partnership under Horizon Europe.
The indicative total budget for the duration of THCS is EUR 300 million, including an EU contribution of EUR 100 million.

The aim of THCS is to coordinate and optimise research and innovation efforts in Europe and its partner countries supporting health and care systems transformation.
Applicants based in the following geographical areas are eligible for funding:
- European Union Member States
- Countries associated to Horizon Europe
- Low- and middle-income countries (LMICs)
- Other third countries – United States
- Innovate to Prevent: The minimum project duration is 12 months and projects must be designed to be achievable during a maximum funding period of 36 months.
The indicative timeline for evaluation and grant agreement, described in Annex F of the Horizon Europe Work Programme 2023-2024, is as follows:
- Information on the outcome of the evaluation: Around 5 months from the deadline for submission
- Indicative date for the signing of grant agreements: Around 8 months from the deadline for submission
For two-stage calls, the timing is different (for the evaluation result: around 3 months from the deadline for submission for the first stage and around 5 months from the deadline for submission for the second stage; for signature of the grant agreement: around 8 months from the second stage deadline for submission).

Publication of the scientific outcomes of the project is mandatorily subject to open access, and a corresponding budget should be allocated for this in the proposal’s budget plan. Research projects funded through THCS are eligible to publish on Open Research Europe (ORE), an open access publishing platform of the European Commission.
