Initiative 5% (France)
Initiative 5% is a facility implemented by the public agency Expertise France and complementing the Global Fund Initiative in building a more effective response to pandemics, with a focus on HIV/AIDS, malaria and tuberculosis, and strengthening the health impact of funded programmes for populations. Set up in 2011, it supports recipients in accessing Global Fund funding and improving the effectiveness of grants, mainly in French-speaking countries.
Initiative 5% publishes three calls for proposals every year on a dedicated Calls for proposals webpage.
There are two types of calls for proposals: “New Projects” pathway, designed to support projects from their inception, and “Next Phase Projects” pathway, aimed at ensuring the continuity and strengthening of projects previously funded by L’Initiative, promoting their integration or expansion at the local or regional level.

Possible grant amount: Between EUR 650,000 and EUR 3,500,000. The grant covers at least 50% of the project budget. A minimum co-financing of 10% is required if the annual expenses of the project lead exceed EUR 5 million.
